Development Consultants International (DCI) Ltd. is the holding company for a group of international development consulting firms. These firms carry out economic and social development projects in developing countries and transition economies, usually on assignments financed by international agencies such as the World Bank, the European Commission, DfID and the Asian Development Bank.

DCI is privately owned by its employees, directors and consultants and is registered in Ireland. The DCI Board consists of Michael Boyd (Executive Chairman), Richard Burrows, Catherine Devlin, John Linton, Bill Emmott and George McDonnell. Graham Fay is the Company Secretary.
DCI's main operating companies are Landell Mills Limited in the UK and TDI Group Ltd and TMS International Ltd in Ireland. Landell Mills Consulting serves private clients in the food and packaging industries.
